Installation of Bahmni 0.92, fails because of non-availability of ansible

Description

Problem Statement:

While trying to install bahmni-installer.noarch 0:0.92-142 and the following issue is encountered.
"No package ansible-2.4.2.0 available."
http://mirrors.aliyun.com/epel/7/x86_64/repodata/e3a9b8be04f41ce4d1921daf8109723d52ab235fc0fe41e1e91660689b724c7f-updateinfo.xml.bz2: [Errno 14] HTTP Error 404 - Not Found

Analysis: The rpm is no longer available in the specified ulr’s

Solution Proposed:

Kindly use the RPM found in the link mentioned below.
https://releases.ansible.com/ansible/rpm/release/epel-7-x86_64/ansible-2.4.6.0-1.el7.ans.noarch.rpm

created a new card BAH 1052 - for ansible upgrade for .93 release.

As ansible is prone to deprecate its version very often, we are planning to move this ansible rpm to bintray to ease installation.

As a part of this fix, we have reverted the commit 33a20cff2ddb63a32095fda52207b7dde90b3fb1

This is to reintroduce the -aru option and remove the -av option [because - av option is not installing specific ansible version provided], to give the ansible rpm link in the bahmni.py so that we can overcome the current issue of the the latest wrong version of ansible getting installed.
