Create event records for Bed Tag changes

Description

We have tags for beds in new bed management module.
Currently, if we assign or remove tags to/from beds, no event record is being created.
As part of this card, any data change regarding tags assignment/removal should create an event record.

Steps to assign/remove tags:
1. Go to new bed management module
2. Go to Bed management tab
3. Select a bed from any admission location
4. In left panel(Bed Details), you should able to see `Edit` link for tags. Here you can edit tags for that bed
