L10n gaps in Bahmni Apps (0.91) - Registration, Diagnosis, Drug Order

Description

There are numerous places in Bahmni Apps that contain labels hardcoded in English. Those should be changed into codes translatable via i18n JSON resources.

BAH‌-329 is reverted and moved to 0.93.

Suman tested this card everything else looks good. Hence closing it.

Regarding https://bahmni.atlassian.net/browse/BAH-329
We see that the bug introduced in this card for which https://bahmni.atlassian.net/browse/BAH-338 is created is a BLOCKER.
Why because :
Issue : Cocnept search fails when in different locale
Steps to reproduce :
Login to Bahmni with different locale
Goto Patient->Clinical->Consultation->Observation Tab
Observe that there is a error popup saying setmemebrs of undefined can't be accessed.
This is also blocker for release we feel. Please let us know what you think.
One solution for now we can think is to revert https://github.com/Bahmni/openmrs-module-bahmniapps/pull/115/commits
and add this in the defect card.

, as the above changes now allow to provide a 'translationKey' to the 'observationGraph' display controls config, I think we should update the default-config with this new ability.
